It is for the people who plan, direct, and take responsibility for lead abatement and lead-related construction projects and for the safety of the crew on site.
It is for individuals who will plan, direct, or supervise lead-related construction and abatement projects, rather than only perform the work. If you run crews or manage abatement jobs, the supervisor level is usually the one you want.
The worker level qualifies you to perform lead-related construction work under supervision; the supervisor level qualifies you to direct and oversee that work and the projects it is part of.
