What does a C-53 Swimming Pool contractor do?

Under the California Code of Regulations (Title 16, §832.53), a C-53 Swimming Pool Contractor constructs swimming pools, spas, or hot tubs, including the installation of solar heating equipment, using those trades or skills necessary for such construction. This means a C-53 contractor can self-perform the plumbing, electrical, concrete, and other trade work required to build a complete pool.

The C-53 is unusually broad among California specialty classifications because pool construction touches so many trades. A licensed C-53 contractor excavates and shapes the shell, sets the rebar and shotcrete, runs the circulation plumbing, wires the pumps and lights, and finishes the interior with plaster and tile, all under one classification, when that work is necessary to build the pool.

Important notes

A C-53 contractor can self-perform the plumbing, electrical, concrete, and reinforcing-steel work necessary to construct a pool, spa, or hot tub, the classification expressly permits "those trades or skills necessary for such construction."
That authority is limited to pool construction, a C-53 cannot use it to take general plumbing, electrical, or concrete jobs unrelated to building a pool. General work in those trades requires the matching C-36, C-10, or C-8 license.
A C-53 covers building the pool, routine pool service and maintenance is a separate scope under the C-61 / D-35 (Pool and Spa Maintenance) limited specialty classification.
Projects over $1,000 (labor and materials combined) require a contractor license. A $25,000 contractor bond is required to activate the license; workers' compensation coverage is required once you have employees (sole owners with no employees may file an exemption, BPC §7125(b)).
