About this classification

What does a C-47 General Manufactured Housing contractor do?

A C-47 General Manufactured Housing Contractor installs, alters, repairs, or prepares for moving any type of manufactured home, mobilehome, or multifamily manufactured home, including accessory buildings and foundations. On single-family placements, the C-47 may also connect gas, water, sewer, and electrical utilities.

Under the California Code of Regulations (Title 16, §832.47), a C-47 contractor "installs, alters, repairs, or prepares for moving any type of manufactured home" as defined in the Health and Safety Code. The classification is co-regulated with the California Department of Housing and Community Development (HCD) and excludes recreational vehicles, commercial coaches, and factory-built housing.

Important notes

  • The C-47 covers factory-built manufactured and mobile homes, site-built homes are the B (General Building) classification.
  • On single-family placements the C-47 may connect gas, water, sewer, and electrical utilities; broader multi-family utility work may require the C-36 (Plumbing) or C-10 (Electrical).
  • The classification excludes recreational vehicles, commercial coaches, and factory-built housing (H&S §19971), and is co-regulated with HCD.
  • California requires a license for any manufactured-housing contract over $1,000 (labor and materials combined), and workers' compensation coverage is required once you have employees; sole owners with no employees may file an exemption (BPC §7125(b)).
