What does a C-4 Boiler, Hot Water Heating & Steam Fitting contractor do?

A C-4 Boiler, Hot Water Heating and Steam Fitting Contractor installs and services power boilers, hot-water (hydronic) heating, and steam fitting, including fire-tube and water-tube steel power boilers, low-pressure hot-water boilers, the piping, valves, gauges, pumps, and radiators that serve them, fuel-oil tanks and lines, flues, and heat insulation. (Per California Code of Regulations, Title 16, §832.04.)

The C-4 is a water-and-steam heating license, and most of its work is commercial and industrial. California requires a C-4 contractor for hydronic radiant heating, steam systems, and boiler installation and replacement. The scope also includes solar heating equipment. The key contrast: the C-4 covers water-based and steam heating, while forced warm-air heating belongs to the C-20.

Important notes

  • The C-4 covers water-based and steam heating. Forced warm-air furnaces and ducts fall under the C-20 (HVAC), not the C-4.
  • Most C-4 work is commercial and industrial, power boilers, hydronic systems, and steam fitting for larger buildings.
  • Plumbing supply, drainage, and gas piping outside the boiler system fall under the C-36 (Plumbing).
  • Any boiler or heating project over $1,000 requires a licensed contractor. California also requires workers' compensation coverage for licensees.
