About this classification

What does a C-32 Parking and Highway Improvement contractor do?

A C-32 Parking and Highway Improvement Contractor applies and installs protective coatings, vehicle stops, guardrails, and mechanical devices, and lays out directional lines, buttons, markers, signs, and arrows on horizontal surfaces such as roads and parking lots, including the surface preparation needed for those coatings.

Under the California Code of Regulations (Title 16, §832.32), a C-32 contractor "applies and installs protective coatings, vehicle stops, guard rails and mechanical devices" along with the markings on horizontal surfaces. The classification finishes and marks pavement; re-paving the surface itself is excluded.

Important notes

  • The C-32 marks and coats existing pavement, re-paving the surface is excluded and belongs to the C-12 (Earthwork and Paving) license.
  • C-32 markings are permanent; the temporary cones, flagging, and lane closures that protect a work zone are the C-31 (Construction Zone Traffic Control) scope.
  • On large infrastructure projects the C-32 typically works as a subcontractor to the A (General Engineering) or C-12 prime contractor.
  • California requires a license for any striping or improvement contract over $1,000 (labor and materials combined), and workers' compensation coverage is required once you have employees; sole owners with no employees may file an exemption (BPC §7125(b)).
