About this classification

What does a C-12 Earthwork and Paving contractor do?

A C-12 Earthwork and Paving Contractor digs, moves, and places the material that forms the surface of the earth, cuts, fills, grading, trenching, and backfill, and mixes, fabricates, and installs paving and surfacing materials such as asphalt. The classification authorizes the use of explosives for incidental rock excavation and tunneling.

Under the California Code of Regulations (Title 16, §832.12), a C-12 contractor handles "the digging, moving, and placing of material forming the surface of the earth (except water)" along with the installation of "paving and other surfacing materials." In plain terms, the C-12 prepares sites and lays asphalt, grading a lot, trenching for utilities, then paving the finished surface.

Important notes

The C-12 paves with asphalt, pouring, finishing, and placing concrete falls under the C-8 (Concrete) classification.
Standalone earthwork is C-12 scope; earthwork that is part of a larger fixed-works project (levees, highways, dams) belongs to the A (General Engineering) license.
A C-12 cannot install permanent striping, lane markings, or guardrails, that pavement-marking work is the C-32 (Parking and Highway Improvement) scope.
California requires a license for any earthwork or paving project over $1,000 (labor and materials combined), and workers' compensation coverage is required once you have employees; sole owners with no employees may file an exemption (BPC §7125(b)).

The C-12 (Earthwork and Paving) handles grading, excavation, and asphalt paving. The C-8 (Concrete) forms, pours, and finishes concrete. If your work is moving dirt and laying asphalt, you need the C-12; if you pour concrete driveways, slabs, and flatwork, you need the C-8. Many site contractors eventually hold both to offer a complete site package.

The C-12 covers standalone earthwork and asphalt paving, grading a building pad, trenching for utilities, paving a parking lot. The A (General Engineering) license is for large fixed-works projects requiring specialized engineering, such as highways, levees, and dams, where the earthwork is part of the bigger structure. If you bid infrastructure projects, you need the A.

No. The C-12 installs the paved surface itself, but permanent striping, crosswalks, raised markers, and guardrails are the C-32 (Parking and Highway Improvement) classification. A paving contractor who also wants to stripe finished lots needs to add the C-32.
